Spring Hill is a third-class city with a council / city administrator form of government.

The City Administrator is appointed by the Mayor and with the consent of the City Council, and serves at the satisfaction of the Council. The City Administrator makes such recommendations to the Governing Body as are deemed necessary for effective administration of all City services.
